Technical Assistance to the Civil Society Organisations 2 (TACSO 2) from the IPA Beneficiaries”, EuropeAid/133642/C/SER/Multi

COSPE – Co-operation for the Development of Emerging Countriesis a no-profit association (Onlus) operating in the field of international co-operation and solidarity, recognized as a Non Governmental Organization (NGO) by the Italian Ministry of Foreign Affairs and the European Union. 
COSPE has been shortlisted for the tender “Technical Assistance to the Civil Society Organisations 2 (TACSO 2) from the IPA Beneficiaries”EuropeAid/133642/C/SER/Multi”:
The general objective of this project is to strengthen the overall capacity and accountability of CSOs within IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of CSOs in the democratic process.

The main purposes of this contract are to:

• increase and improve the capacity and actions of CSOs
• strengthen the role of CSOs in a participatory democracy

 

In order to access to the final stage of the tender’s selection, COSPE is looking for the following profiles:

Capacity Building expert – 500 Working/days

  • Qualifications and skills:  University degree or equivalent (i.c. 8 years of professional experience following secondary education, or 3 years of professional experience following a BA degree)
  • General professional experience: at least 10 years of working experience, out of which at least 5 years of professional experience in an international setting;
  • Specific professional experience:
  • at least five years of working experience with Civil Society, and;
  • at least five years’ experience in developing and implementing capacity building activities at similar scale of this present contract. 
  • The Capacity Building expert will operate mainly from the Regional Office located in one of the Beneficiary Countries, but is expected to have regular (monthly) missions to the other beneficiary countries and ad-hoc (quarterly) missions to Brussels (to liaise with the EC).

P2P manager – 880 Working/days

  • Qualifications and skills:  University degree or equivalent (i.c. 8 years of professional experience following secondary education, or 3 years of professional experience following a BA degree)
  • General professional experience: at least ten years of working experience;
  • Specific professional experience: at least two years’ experience in organising events, involving participants from different countries or backgrounds. 
  • The P2P manager will have almost day-to-day contact with the European Commission but does not need to be based in Beneficiary Countries, or Brussels. This person should be available at any time to carry out the P2P tasks and responsibilities. Periodic (quarterly) missions to Brussels (if not based here) and (monthly) missions to the beneficiary countries should be foreseen.

Communication expert – 400 Working/days

  • Qualifications and skills:  University degree or equivalent (i.c. 8 years of professional experience following secondary education, or 3 years of professional experience following a BA degree) ;
  • General professional experience: at least ten years of work experience out of which five obtained in an international setting;
  • Specific professional experience: at least five years’ experience in public relations, communication, spokesperson services or similar.

This Communication expert will operate mainly from the Regional Office located in one of the Beneficiary Countries, but is expected to have regular (monthly) missions to the other beneficiary countries and ad-hoc (quarterly) missions to Brussels (to liaise with the EC).
