Technical Assistance for the Empowerment of Non State Actors done at/in Gaborone, Botswana

COSPE  – Co-operation for the Development of Emerging Countries
is a non profit association (Onlus) operating in the field of international co-operation and solidarity, recognized as a Non Governmental Organization (NGO) by the Italian Ministry of Foreign Affairs and the European Union. 

COSPE has been shortlisted for the tender “Technical Assistance for the Empowerment of Non State Actors done at/in Gaborone, Botswana” with identification number – EuropeAid/133950/D/SER/BW

The general objective of this project is to contribute to economic growth promotion and poverty reduction, through the strengthening of the role of Non State Actors in Botswana.

The main purposes of this contract are to:

  • Strengthen the operational and financial capacity of the Non State Actors through direct

support, enhancing structural dialogue between Government and NSAs.

  • Improve predictability, transparency and rationalisation of Government funding for the NSAsstrengthen the role of CSOs in a participatory democracy

In order to access to the final stage of the tender’s selection, COSPE is looking for the following profiles:

Key Expert 1:  Senior Capacity Building Expert

Qualifications and skills

  • A post-graduate degree in development economics, rural development, social sciences, or related disciplines, or equivalent.
  • Computer skills and fluent in written and spoken English
  • Strong report and proposal writing skills

General Professional Experience

  • Minimum of 7 years of working experience in development cooperation sector
  • Minimum of 5 years of experience in project/programme management

Specific Professional Experience

  • Relevant professional experience in supporting implementation of national policies, of which 5 years must have been gained in developing countries.
  • Minimum of 5 years of experience working with NGOs on capacity building and/or institutional/organizational strengthening, of which 5 years was gained in developing countries
  • Minimum of 4 years of working experience in Grants management using EU procedures.
  • Knowledge of Non State Actor sector in Southern Africa would be an advantage

 

Key Expert 2: Monitoring and Evaluation Expert (estimated 4 months input during the start – up phase of the contract).

Qualifications and skills

  • A post-graduate degree in monitoring and evaluation, NGO management, development or related disciplines, or equivalent.
  • Computer skills including database development
  • Fluent in written and spoken English
  • Strong report and proposal writing skills

General Professional Experience

  • Minimum of 7 years of working experience in development cooperation sector
  • Minimum of 5 years of experience in monitoring and evaluation of programmes

Specific Professional Experience

  • Relevant professional experience in supporting design and introduction of performance monitoring systems, preferably including NGOs.
  • Minimum of 5 years of experience working in developing countries.
  • Relevant experience in the design of database and information systems. Knowledge of Non State Actor sector in Southern Africa would be an advantage
